Remove "Encryption Tool" from the server interface

- Quota limits. The first Quota option available is based on Protected Item storage, and requires a 1.8.0 version or newer on both the client and server.
- Display bucket sizes on the "Local Storage Buckets" page in the Comet Server
- Option to prune logs (configure in AuthenticationRole.PruneLogsAfterDays; set zero to disable)
- Option to automatically refresh the Live Connected Users page in the Comet Server

Enhancements
- Linearizable replication. Operations are now consistently ordered at the expense of a slight decrease in worker utilisation. Full scan passes will no longer be repeated.
- Always save automatic SSL certificates to temporary disk locations, to mitigate rate limit issues
- Improve backup performance for CPU-bottlenecked backup jobs
- Improve replication full-scan performance by skipping content requests for buckets known to not exist
- Reduce Comet Backup and Comet Server install footprint by 10% and 30% respectively
